The Mississippi Business Journal article reports that Attorney General Jim Hood has sent a letter to Pat Robertson, executive director the the Public Employees Retirement System (PERS), giving his opinion on possible changes and/or recommendations from the PERS Study Commission. Hood wrote that whatever changes might be considered or recommended, the “law requires the state to honor the commitment it has made to hundreds of thousands of retirees, employees and their dependents.” Hood said: “Citing two Supreme Court decisions as well as the U.S. and Mississippi constitutions, this opinion makes it clear that employees acquire contractual rights at the time the employees join PERS, and that such rights may not be impaired. Existing employee and retiree benefits may not be reduced without a matching increase in benefits elsewhere. I hope that any recommendations by the commission and any proposed legislation will be within the lawful power of the state to take.” For a full copy of the letter and opinion, visit www.ago.state.ms.us.

Attorney General Jim Hood unveiled a guide that gives victims of domestic abuse a new support for how to navigate through the process to be able to obtain domestic abuse protection orders. The new guides take victims through the entire process of how to obtain a protective order, easy-to-follow instructions, and a question and answer section. “Many victims of domestic violence are intimidated by the process of going to court for protection, particularly when they do not have the funds to hire a lawyer to represent them,” said Attorney General Jim Hood. “Protection orders provide advocates with another tool to assist victims in finding safety,” said Sandy Middleton, executive director for the Center for Violence Prevention. “It is the hope that this guide will improve access to the court system by providing a roadmap for victims who are in need of a domestic abuse protection order, which will in turn, improve the safety of these individuals,” said Attorney General Hood. A copy of the guide can be found on the AG’s website, in domestic violence shelters, to each court authorized to issue domestic abuse protection orders, and in public libraries.

This week, Attorney General Jim Hood announced that five people have been sentenced for their role in an insurance fraud scheme involving the State and School Employees Health Insurance Plan. Three employees from Blue Cross & Blue Shield (BCBS) of Mississippi were accused of conspiring with eleven state employees. Six others have yet to plea or go to trial. BCBS administers the state health insurance plan, and three of their employees processed claims up to $44,000 to the 11 state employees. The total amount stolen from the State and School Employees Health Insurance Plan is over $500,000. “The defendants stole huge amounts of money and Judge Emfinger imposed 10-15 year sentences,” said Attorney General Jim Hood. “I hope this sends a message that if you steal, you will be caught.”
